Biden FBI viewed refusal of COVID shots as domestic terrorism, docs show

The Biden administration viewed Americans who questioned the safety of the COVID-19 mRNA shots or opposed other government policies as domestic terrorists, according to newly release intelligence records.
Last week, Director of National Intelligence Tulsi Gabbard declassified a December 23, 2021 report co-authored by the FBI, the Department of Homeland Security (DHS), and the National Counterterrorism Center (NCTC). The report, titled “DVEs and Foreign Analogues May React Violently to COVID-19 Mitigation Mandates,” listed certain “prominent narratives” that it said were indicators a person may be a Domestic Violent Extremist (DVE).
Those narratives “include the belief that COVID-19 vaccines are unsafe, especially for children, are part of a government or global conspiracy to deprive individuals of their civil liberties and livelihoods, or are designed to start a new social or political order.“ The report also noted that “antigovernment or antiauthority violent extremists (AGAAVEs)—specifically militia violent extremists (MVEs)—characterize COVID-19 vaccination and mask mandates as evidence of government overreach.”
Former FBI agent Steve Friend told Public that linking these viewpoints to domestic terrorism allowed the FBI to open “assessments” of individuals, the first step toward an official investigation. It also helped the Biden administration censor Americans who opposed the government.
“It’s a way they could go to social media companies and say, ‘You don’t want to propagate domestic terrorism, so you should take down this content,’” said Friend.
DNI Gabbard told Fox News host Will Cain that it wasn’t just opposing COVID-19 mandates that indicated someone might be a DVE. Even criticizing the Biden administration’s border policies could be a sign of violent extremism.
DHS warned about “misleading narratives” on COVID-19
In February 2022, the Department of Homeland Security (DHS) issued a bulletin warning about the domestic threat from those who oppose COVID-19 mandates or question the 2020 election results.
“[T]here is widespread online proliferation of false or misleading narratives regarding unsubstantiated widespread election fraud and COVID-19,” the DHS wrote. “Grievances associated with these themes inspired violent extremist attacks during 2021.
“Meanwhile, COVID-19 mitigation measures—particularly COVID-19 vaccine and mask mandates—have been used by domestic violent extremists to justify violence since 2020 and could continue to inspire these extremists to target government, healthcare, and academic institutions that they associate with those measures.”
2A: An indicator of domestic terrorism
Internal FBI documents previously obtained by Project Veritas showed that the Biden FBI tried to label conservative Americans as Militia Violent Extremists (MVE), a form of domestic terrorism similar to DVEs.
The following are some of the characteristics of MVEs, according to the Biden FBI memo:
- Considering Ashli Babbitt, a conservative who was executed inside the Capitol on January 6th, a martyr.
- “2A: Justifying their existence with the Second Amendment, due to the mention of a ‘well-regulated Militia’”
- “Warrior culture: military themes but [sic] historical and contemporary.”
- “Gadsden Flag: Historical American symbol, representing gun rights and limited government.”
- The Liberty Tree
- The Betsy Ross flag
The following are some phrases used by MVEs:
- “When tyranny becomes law, rebellion becomes duty,” or variations of the phrase.
- “I will not comply.”
- “Well-regulated American militia.”
- “All enemies foreign and domestic.”
